Ideally, one would have moved the W at (4,2) to (3,2) and win the game. But the rule suggests we move all the pieces out of the base camp before touching the white piece at (4,2). Please correct me if I am mistaken.

Yes, that’s what the rule means.
And the other things are:
1. If you understand it correctly, this board status will not happen during a game. 2. Given your description, we cannot tell moving (4,3) to (3,2) is ideal or not.
